Greece: Government publishes national AI policy proposal

On November 25, 2024, the Prime Minister's High-Level Advisory Committee on Artificial Intelligence, in coordination with the Special Secretariat of Foresight, published a national policy proposal on how Greece could leverage artificial intelligence (AI) entitled 'A Blueprint for Greece's AI transformation.' The document aims to foster the development of Greece's economy and society while safeguarding against the risks posed by the unregulated use of AI.

The study investigates the rapid advancements in AI and the unique opportunities they create to transform various aspects of human activity. The Committee noted that the study is based on extensive research and consultations with experts from Greece and abroad. The document informed the principles that guide a national AI strategy, including respect for human dignity, human flourishing, pluralism, participation, oversight, adaptability, transparency, and international multilateral cooperation. Additionally, the study outlines six flagship projects that have the potential to significantly enhance Greece's AI landscape.

Moreover, the document reviews international strategies and best practices from organizations like the Organisation for Economic Co-operation and Development (OECD) to ensure alignment with global trends while addressing national needs. In addition, the Committee announced that the strategy relied on collaboration among government officials, researchers, entrepreneurs, and international experts.

The first two chapters present the framework and methodology, while later chapters focus on four key areas: innovation and entrepreneurship, education and research, regulatory frameworks, and AI applications in Government. Specifically:

  • Chapter 3 discusses AI's role in driving innovation and attracting investments;
  • Chapter 4 stresses the need for improved education and research;
  • Chapter 5 emphasizes responsible AI use through regulation; and
  • Chapter 6 explores AI's implementation in the public sector for enhanced efficiency and transparency.
