Law: Law of the Republic of Armenia of 13 June 2015 No. 49-ZR on the Protection of Personal Data ('the Personal Data Law')
Regulator: The Personal Data Protection Agency ('the Agency') at the Ministry of Justice of the Republic of Armenia ('MoJ') is responsible for oversight of data protection legislation. The Agency does not have its own dedicated website, but its decisions and guides are published on the MoJ website in Armenian here and here.
Summary: Data protection in Armenia is regulated by the Law of the Republic of Armenia of June 13, 2015 No. 49-ZR on the Protection of Personal Data (the Personal Data Law). The Personal Data Protection Law applies to public and privacy entities. It includes certain obligations for data controllers, such as data processing notification and data breach notification requirements, but it does not provide for the appointment of a data protection officer nor the obligation to conduct an impact assessment before processing or transferring personal data. Data subjects are provided with a limited set of rights. Penalties for violations of the Personal Data Protection Law are stipulated by the Code of Administrative Violations and may range up to 500 times the minimum wage.
The Personal Data Protection Agency (the Agency) at the Ministry of Justice of the Republic of Armenia (MoJ) is responsible for oversight of data protection legislation. The Agency has released guidance on topics such as children's personal data, video surveillance, personal data related to labour relations, and the protection of personal data at public events.
While Armenia is not granted adequacy status by the EU, it has recognized all EU Member States and EEA countries as ensuring adequate protection.
Armenia is a member of the Council of Europe and party to the Convention for the Protection of Individuals with Regard to Automatic Processing of Personal Data (the Convention 108) and the Protocol amending the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (the Convention 108+).
