Summary: Resolution No. 151 of 2020 (only available in Arabic here) approving the Law on the Protection of Personal Data (the Law) was published on July 15, 2020, in the Official Gazette. The Law has similarities to the EU's General Data Protection Regulation (Regulation (EU) 2016/679) (GDPR) with provisions relating to data subject rights, data controller and processor obligations, as well as strict obligations for data transfers to foreign countries. Accordingly, the Law functions as the overarching, central legal document for privacy issues.
However, the Executive Regulations of the Data Protection Law (the Executive Regulations), though noted to be published under the Law within six months of its publication by the Ministry of Communications and Information Technology, have not yet been issued. Entities subject to the Law must comply with the Law within one year of the issuance of the Executive Regulations.
Other legislation governing the protection of personal data in Egypt include the Constitution of the Arab Republic of Egypt and Law No. 175 of 2018 on Anti-Cyber and Information Technology Crimes (the Cybersecurity Law).
