Summary: On July 6, 2021, the Shenzhen Special Economic Zone Data Regulations (only available in Chinese here) were passed by the Standing Committee of Shenzhen Municipal People's Congress, and entered into effect on January 1, 2022. The Regulations outline that the Municipal Internet Information Department is responsible for enforcement of the Regulations. The Regulations stipulate obligations relating to data processing, consent, the trading of personal data and fair competition, and data security. However, the Regulations clarify that data handlers must fulfil obligations found under the Personal Information Protection Law (PIPL).

On June 23, 2022, the Shenzhen Special Economic Zone Intelligent Connected Vehicle Management Regulations (only available in Chinese here) were adopted by the Standing Committee of Shenzhen People's Congress, and entered into force on August 1, 2022. The Connected Vehicle Regulations provide cybersecurity and data protection obligations for automated vehicles.
