In the roadmap, the AI Commission outlined the following components as necessary in a well-functioning AI ecosystem:
- electricity;
- telecom;
- computing power;
- data;
- security;
- advanced research;
- access to foreign AI resources;
- AI skills for all;
- innovation and venture capital; and
- (political) leadership.
Additionally, the AI Commission put forward a number of recommendations, including appointing a special task force at the Cabinet Committee with the aim of monitoring the implementation of necessary measures for AI, increasing investment in research and education, increasing Swedish representation in EU institutions, creating an Institute for AI Security to conduct and promote research on security risks associated with AI, and providing the Swedish data protection authority (IMY) with increased resources to offer AI sandboxes.
