North Dakota: Governor's Office announces launch of Coronavirus app
The North Dakota Governor, Doug Burgum, announced, on 7 April 2020, that the Office of the Governor ('the Governor's Office') and the North Dakota Department of Health ('NDDoH'), in partnership with ProudCrowd, had launched a free mobile app called Care19, to help slow the spread of COVID-19 ('Coronavirus'). In particular, the Governor's Office outlined that Care19 would, among other things, provide individuals with a random identification number and anonymously cache individuals' locations throughout the day, after which individuals are encouraged to categorise their movements based on activities such as shopping or work, and Care19 will store those locations where an individual has visited for ten minutes or more. Moreover, the Governor's Office noted that the ID number of each individual contains no personal information besides location data, and if an individual tests positive for Coronavirus, they will be given the opportunity to consent to providing their information to the NDDoH to help in contact tracing and forecasting the pandemic's progression with accurate, real-time data.
