Sichuan: Development and Reform Commission requests public comments on draft social credit regulations
The Sichuan Development and Reform Commission released, on 25 February 2022, its Sichuan Province Social Credit Regulations and is requesting public comments on the same. In particular, the draft regulations address social credit information management and provide credit subjects with rights. More specifically, the draft regulations state that activities such as the collection, storage, disclosure, sharing, inquiry, and application of social credit information must follow the principles of legality, legitimacy, and necessity, must not endanger national sovereignty and security, and must not infringe on public security, among other things.
In regard to credit subject rights, the draft regulations provide that credit subjects have a right to know about the collection, storage, disclosure, sharing, inquiry, and application of their social credit information, as well as the information sources and reasons for changes stated in their credit reports. In addition, the draft regulations stipulate that when providing services to credit subjects, other information unrelated to the service must not be collected, and the provision of services must not be bundled with the collection of social credit information.
