Uzbekistan: Legislative chamber passes draft cybersecurity law after first reading

The Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan announced, on 26 January 2022, that the draft law on cybersecurity passed its first reading. In particular, if enacted, the purpose of the proposed law is to, among other things:

  • regulate relations in the field of cybersecurity;
  • establish requirements for cybersecurity of information systems; and
  • establish an authority specifically for the sector, in addition to its rights and responsibilities.

Furthermore, the Legislative Chamber highlighted that, during the development of the draft law, the relevant laws of the US, the People's Republic of China, Singapore, Russia, and Georgia were analysed. Moreover, the Legislative Chamber stated that the adoption of the proposed law would:

  • improve the regulation of cybersecurity, as well as legal, organisational, scientific, technical and regulatory support;
  • ensure the integrity of information systems and resources; and
  • serve to prevent, among other things, unlawful interference, tampering, and destruction with the networks in Uzbekistan.

Finally, the Legislative Chamber confirmed that the proposed law passed the first reading.
