The Cyberspace Administration of China ('CAC') announced, on 23 November 2021, that the Cyberspace Administration of Hainan Provincial Party ('CAC of Hainan') had notified 13 apps and mini programs on the collection and use of personal information in violation of laws and regulations. In particular, the CAC noted that the CAC of Hainan, since the launch of its special management work on the collection and use of personal information in violations of laws and regulations by mobile internet apps on 30 July 2021, had notified a total of 38 mobile internet apps suspected of collecting and using personal information in violation of laws and regulations.

As next steps, the CAC detailed that the CAC of Hainan will further establish and improve a normalised governance mechanism for personal information protection, strictly urging internet operating companies to implement the requirements of the Personal Information Protection Law ('PIPL'). Furthermore, the CAC stated that the CAC of Hainan will continue to maintain the intensity and severity of enforcement and investigations, and punish illegal operators by taking measures such as public exposure, warnings, and delisting, with the aim of protecting the legitimate rights and interests of the majority of internet users.
