Dominican Republic: INDOTEL announces consultation on regulation of trusted service providers and digital signatures

The Dominican Telecommunications Institute ('INDOTEL') announced, on 30 April 2019, that it had launched a public consultation, in accordance with Resolution 025-19, with a view to updating the regulatory framework of trusted service providers and digital signatures. In particular, INDOTEL highlighted that it is seeking to update the regulations implementing Law No. 126-02 on Electronic Commerce, Digital Documents, and Signatures, to account for recent developments in international good practice in the e-commerce sector, specifically in relation to Regulation (EU) No 910/2014 on Electronic Identification and Trust Services for Electronic Transactions.

In addition, INDOTEL is seeking comments on two specific draft regulations, namely, a Regulation to Establish the Regulatory Equivalence of the Dominican System of Public Key Infrastructure and Trust with the International Regulatory Frameworks of Trust Services, and a Regulation on Authorisation and Accreditation Procedures.

Comments can be submitted until 30 May 2019.
