Portugal: Minister of State for the Presidency opens public consultation on NIS 2 transposition bill

On November 21, 2024, the Minister of State for the Presidency opened public consultation on the bill transposing the Directive (EU) 2022/2555 on Security of Network and Information Systems (NIS 2 Directive) into national legislation.

The Minister highlighted that the bill expands the categories of covered entities and prioritizes the broadening of the prevention of cybersecurity risks in accordance with the size of the covered entity. The bill applies to a significant portion of public administration entities but excludes activities related to national security, public safety and defense, and information services.

The bill also establishes the National Cyberspace Security Strategy and the National Board of Reference for Cybersecurity, which will serve for the publication of rules, standards, and good practices in cybersecurity.

The bill also establishes the National Cybersecurity Center (CNCS) as the authority responsible for oversight of the bill.

Consultation period

The public consultation is open until December 7, 2024.
