The Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan ('MDAI') announced, on 11 February 2020, that the draft law on the regulation of digital technologies ('the Draft Law') had been introduced to the Mazhilis, the lower house of the Parliament of Kazakhstan ('the Lower House'), following a public discussion on the same. In particular, the MDAI clarified that, although the Draft Law introduces a total of 252 amendments on 38 different legislative acts, the main significance of the Draft Law is in establishing further protection of personal data in Kazakhstan by introducing different rights to citizens relating to privacy and data protection. Additionally, the Draft Law proposes to establish an authorised body with duties of supervision, information, and notification of citizens on the protection of personal data and supervise the implementation of public policy for the privacy of citizens. 

The MDAI highlights that the Draft Law's amendments further introduce, among other things, definitions to aspects of blockchain technology, artificial intelligence, biometric data, and financial digitisation. Lastly, the MDAI in its press release recommends companies and public authorities inform Kazakhstani citizens when using their personal data in light of the proposed amendments to the Parliament.
