International: EU and Singapore sign Administrative Arrangement on AI

On November 20, 2024, the Singapore Ministry of Digital Development and Information (MDDI) announced the establishment of a new Administrative Arrangement (AA) between the EU and Singapore on artificial intelligence (AI).

The MDDI outlined that the AA will facilitate the establishment of a framework for cooperation between the Singapore Infocomm Media Development Authority (IMDA) and the EU AI Office. The MDDI detailed that key areas of cooperation will include:

  • information exchange on AI best practices, relevant technologies, and governance frameworks;
  • joint testing and evaluations, conducting assessments of general-purpose AI models;
  • development of tools and benchmarks to evaluate capabilities, limitations, and risks associated with general purpose AI models;
  • standardization activities for general purpose AI;
  • advancing joint research on promoting AI safety; and
  • sharing perspectives on technological developments and emerging trends on AI.

The MDDI noted that the AA was signed in light of the EU-Singapore Digital Trade Agreement made in July 2024.
