International: C-PROC issues update on global state of cybercrime legislation
The Cybercrime Programme Office of the Council of Europe ('C-PROC)' published, on 20 March 2020, an update on the global state of cybercrime legislation ('the Update'). In particular, C-PROC found that, by Febraury 2020, 106 (or 55%) members of the UN had adopted domestic legislation criminalising offences against and by means of computers and which is broadly in line with the Budapest Convention on Cybercrime. Moreover, C-PROC highlighted that good progress has been made in African countries where an increasing number of states have adopted powers to investigate cybercrime and collect the data needed in specific criminal investigations. Finally, C-PROC held that further capacity building is still required to ensure the application of legislation by criminal justice practitioners.
