Hawaii: House Bill relating to AI working group passes Committee on Consumer Protection & Commerce with amendments

On February 13, 2024, House Bill (HB) 2176 HD1, a companion bill of SB 2572, relating to artificial intelligence passed the Committee on Consumer Protection & Commerce with amendments after being introduced to the Hawaii State Legislature on January 24, 2024. In particular, the bill proposes to establish an artificial intelligence (AI) working group.

More specifically, the bill provides the members that would be included in the working group and lays down the functions of the working group including:

  • developing acceptable use policies and guidelines for the regulation, development, deployment, and use of artificial technologies in Hawaii;
  • working in conjunction with developments surrounding federal AI regulation;
  • ensuring safe, secure, and trustworthy AI innovation;
  • identifying and assessing existing and potential risks associated with the development, deployment, and use of AI systems and applications;
  • establishing standards and guidelines for data privacy, security, and transparency in AI systems; and
  • collaborating with public and private agencies, academic institutions, and industry stakeholders, on AI technologies. 

Further, the bill states that the working group would be required to submit an interim report of its findings and recommendations, including any proposed legislation, to the legislature no later than December 31, 2024, and the final report of the same no later than December 1, 2025. Finally, the bill provides that the working group would cease to exist on June 30, 2026.
