Argentina: Bill establishing federal observatory on AI introduced to Senate and Chamber
On July 24, 2024, Bill No. 3900-D-2024 establishing the Federal Observatory on Artificial Intelligence (the Observatory) was introduced to the Senate and Chamber of Deputies of Argentina. The bill seeks to create the Observatory, which will provide information to the public on a permanent and up-to-date basis for the design, implementation, and management of public policies aimed at generating good practices and ensuring the efficient, reliable, non-discriminatory development and use of artificial intelligence (AI) and education on it.
What are the functions of the Observatory?
Article 3 of the bill enumerates the functions of the Observatory:
- analyze AI patterns, algorithms, ethical dimensions, benefits, risks, and impacts while fostering reflection and research;
- promote studies and debates on data protection, fundamental rights, and inclusive educational practices amidst constant transformation;
- conduct consultations with experts and civil society on AI development, commercialization, and usage;
- evaluate existing regulations and policies on AI to recommend better practices;
- prepare and systematically disseminate periodic reports on AI;
- establish cooperation agreements with public or private, national, regional, or international organizations and universities;
- create a web page to centralize all Observatory information;
- coordinate actions with government agencies on AI and human rights;
- request AI-related reports from various state and public administration entities;
- inform about the social and ethical impacts of AI for proper use and implementation;
- coordinate Observatory actions with other national and international observatories; and
- prepare and disseminate an annual report on activities, results, and recommendations to citizens and authorities.
